Vision 
          Mr. Suchart Suchartvejapoom has expressed his vision as follows: “There is an information gap, especially in digital information, due to unequal access to telecommunication lines between telephone and mobile phone, particularly in poor countries. The OECD countries have proposed increasing freedom in telecommunications services in order to expand access and lower the cost of access. In solving the problem in developing countries, not only is closing the gap vital, but also recognizing the quality of information to ensure sustainable development. The NTC must promote the distribution of quality telecommunications and information technology services countrywide at reasonable prices. It must also ensure access to services among the less privileged by specifying licensing conditions for licensees to compensate in case of failure to provide services in urban and rural areas and exempting or reducing repatriation or offering supportive measures when licensees are able to provide better services than required in the licensing conditions. Moreover, as a duty, the NTC must ensure that the assignment of radio and television frequency and network is suitable for each area such as the allocation and establishment of local radio stations at provincial level, current problems in Thailand’s telecommunications, and the assignment of frequency to a few businesses in the form of concession. After the assignment 800 MHz and 900 MHz for mobile phone services by the NTC, there has been audio signal or radio program connection between radio stations to radio broadcasting transmitters; as a result, radio broadcasting transmitters in remote areas have been interrupted, particularly between radio program and mobile phone services. It is, therefore, important to pay particular attention to the technical aspect of frequency assignment, meaning that before assigning radio frequency to telecommunications service providers, an audio check must be carried out on the radio frequency being assigned to identify possible interference. The NTC must regularly check the frequencies that have already been assigned to service providers and those that are to be assigned to ensure that the frequencies are beneficial and does not violate the radio frequency plan. If that is not the case, the frequencies must be withdrawn.

          In addition, the NTC has to perform a main duty as the Thai government agency that coordinates with international organizations and foreign governments on telecommunications services to ensure good relationship, knowledge exchange, and better understanding about telecommunication technology management as well as the management of other technologies related to international organizations.
