USO Background

Universal Service Obligation, or USO for short, is not only one of the core missions to be carried out by the National Telecommunications Commission but it is also one of the fundamental factors in driving economic and social development in order to reduce the problem of digital divide while promoting wider information access via telecommunications services to help gain a better quality of life.    

Under the Notification of National Telecommunications Commission Re: Criteria, Method and Conditions for Universal Service Obligation dated on 3 August 2005 and the Notification of National Telecommunications Commission Re: Criteria, Method and Conditions for Universal Service Obligation (2^nd Edition) dated on 6 October 2009, basic telecommunications services of high quality are provided in every region nationwide. During this 2^nd phase, licensees are required to establish internet service centers, or also known as “USO NET Centers”, among schools and communities in remote and deprived areas with the aim to promote wider accessibility and usage, especially when internet is currently playing a vital role in knowledge development and learning among students in rural areas, including promoting career development and sustainable growth among local communities.           
The establishment of USO NET Centers began in 2005 and has been continuously carried out until the present days with the aim to promote the use of computer and internet services among local communities and at the same time to provide community learning centers for youths and general public where they can learn to use and apply basic technology in daily life that might be useful in the future.
