Air Chief Marshal Thares Punsri, Chairman of the National Broadcasting and Telecommunications Commission (NBTC Chairman), stated that October 7, 2016 has marked the completion of 5-year service term of 11 NBTC members who had been appointed by the royal command to have the authority and duties in regulating national telecommunications industry. NBTC is an independent government agency established by the virtue of the Act on Organization to Assign Radio Frequency and to Regulate the Broadcasting and Telecommunications Services B.E. 2553 (2010) which was enacted in accordance with Section 47 of the Constitution of the Kingdom of Thailand B.E. 2550 (2007) which stated that “frequency spectrum used for radio broadcasting, television broadcasting and telecommunications service shall be treated as part of national communication resource for public interests and shall require the establishment of an independent organization to be responsible for assigning radio frequency as per paragraph one and to regulate the broadcasting and telecommunications services as specified by law.”   

Throughout the past 5 years, NBTC had continuously performed its duties in accordance with the scope of powers and duties assigned by law, including Spectrum Management Master Plan and the National Table of Frequency Allocations, Broadcasting and Television Service Master Plan (B.E. 2012 – 2016) and Telecommunications Service Master Plan (B.E. 2012 – 2016). It also ensured consumer protection among mobile service users after the ending of concession agreement for mobile service using 1800 MHz and 900 MHz bands by allowing continuous service. At the same time, NBTC had also met the timeframe for Thailand’s transition from analogue terrestrial television to digital terrestrial television and carried out 1800 MHz and 900 MHz spectrum bidding for 4G service.       

In respect to consumer protection, NBTC had set up radio and television contents inspection center for handling illegal and harmful contents that may be unsafe for the consumers, including regulating programs with inappropriate contents by suggesting a list of “Must Carry, Must Have” contents that should be made available on Free TV to ensure that Thai viewers have access to high-quality and useful contents. As for telecommunications service, NBTC had constantly inspected mobile signal strength and service rates for 2.1 GHz, 1800 MHz and 900 MHz bands to ensure they are in line with NBTC regulation concerning mobile service rates which stated that the service rates for 2.1GHz band must not exceed 0.82 Baht/min for voice service, 0.28 Baht/MB for data service, 1.33 Baht/SMS for SMS service and 3.32 Baht/MMS for MMS service. Meanwhile, the service rates for 1800 MHz and 900 MHz bands must not exceed 0.69 Baht/min for voice service, 0.26 Baht/MB for data service, 1.15 Baht/SMS for SMS service and 3.11 Baht/MMS for MMS service. NBTC also provided consumer protection in the case of bill shock, inability to change service domain and service disconnection.

In the future, NBTC is committed to further fulfill its tasks and missions as an independent organization to efficiently allocate radio frequency for broadcasting and telecommunications services to ensure the highest benefits of the overall nation and its people. 

Mr. Takorn Tantasith, Secretary-General of the National Broadcasting and Telecommunications Commission (NBTC Secretary-General), stated that on the date of NBTC establishment an official ceremony was held to pay respect to the Statue of King Rama V, the Statue of Field Marshal Somdej Praratchapitula Barompongsapimuk Chaofahpanurangsisawangwong Kromprayapanupantuwongworadech and the Statue of General Phra Chao Barommavongther Kromphrakamphaengphetch Akarayothin, including Phra Phum Chaiyamonkol Shrine. The ceremony was attended by NBTC and the executive team and employees of the Office of the NBTC. This is followed by Taksinanupratan Merit Making Ceremony as tribute to King Rama V, Field Marshal Somdej Praratchapitula Barompongsapimuk Chaofahpanurangsisawangwong Kromprayapanupantuwongworadech and General Phra Chao Barommavongther Kromphrakamphaengphetch Akarayothin, including the ancestors in radio and telecommunications industry. The event which was carried out in a simple manner was completed within half day.
