Air Vice Marshal Thanapan Raicharoen, Ph.D., NBTC Assistant Secretary-General, Spectrum and Regional Management Unit, revealed that the upcoming Asia-Pacific Telecommunity (APT) Conference Preparatory Group for WRC-19: APG19-1 which is to be held in The People’s Republic of China in 2019 shall be mainly discussing on major issues such as the allocation of additional spectrum in 24.25-86 GHz band for International Mobile Telecommunications (IMT) service which may likely affect the businesses that are currently using satellite spectrum, or Ka-band 26.5-40 GHz. Meanwhile, countries worldwide such as Thailand still require the use of satellite spectrum in spite of the rising mobile service demands.     

“It can be recently observed that the demand for mobile service spectrum is currently growing. This may eventually lead to mobile service spectrum shortage in the future. As a result, we might need to use satellite spectrum or Ka-band as an alternative. However, it may affect other businesses that are currently using satellite spectrum as well. So, the main question is how long we can delay the use of Ka-band spectrum when the current mobile service spectrum can no longer support the continuously growing demand,” stated NBTC Assistant Secretary-General.     

Additionally, the conference also discussed on the amendment of rules and regulations in relation to satellite orbit by removing A level (Advance Publication Information) and leaving only C level (Coordination) and N level (Notification) after having studied practice details, including consulting on the allocation of spectrum for Global Maritime Distress and Safety System (GMDSS) and Global Aeronautical Distress and Safety System (GADSS) to better enhance the security level of both systems.

NBTC Vice Secretary, Spectrum and Regional Management Unit, further mentioned that APG19-1 was held to formulate the structure and procedure of the meeting, including selecting the Chairman of the meeting in various levels and encouraging members to prepare proposals on behalf of the Asia-Pacific Region to be presented at WRC-19 which is expected to be held in 2019. NBTC, on behalf of Thailand, had submitted proposal on the structure and operational plan for the next four meetings. Based on the proposal, a total of six working teams shall be divided according to the following topics: 1) Mobile and Fixed Service, 2) Broadband System Application in Mobile Service, 3) Satellite Business, 4) Science-related Business, 5) Aeronautical, Maritime and Amateur Radio Business, and 6) General Issues. In addition, NBTC personnel was also nominated to chair the meeting during Intelligent Transport System agenda.
